Main Recommendation Text:

Helenic Civil Aviation Authority (HCAA) to consider the revision of the current gliding and paragliding regulation in order to:

a) Establish rules for the training and licensing of gliding and paragliding pilots

b) Define as mandatory the use of GPS tracking devices which at least provide to the glider/paraglider pilot the speed and subsequently an estimation about the wind speed

c)Define as mandatory the use of VHF communication receivers and ensure the availlability of specific communication frequencies for exclusive use in gliding/paragliding approved areas.

RESPONSE to Safety Recommendation:

HCAA replies with document [HCAA/D2/E/27860/8129/03.10.2018] that is in the process to revise the Regulatory Framework for Paragliders and Hang-gliders.[AAIASB assessed this reply with document AAIASB/4119/26.11.2018 as PARTIALY ADEQUATE – OPEN until the new framework is published]
